This means that for getting better FPS than 30, you should look into upgrading to a CPU with higher single-threaded performance. Somewhere in the list of requirements it will either say DirectX or OpenGL.Lastly, TS2019 has a HEAVY CPU bottleneck, mostly to do with the fact that it's running on such an old game engine. If you're not sure if your games run on OpenGL or DirectX (TS2019 and TSW both run on DirectX), you can check places like their Steam store page and scroll down to "system requirements".
